French administration starts e-invoicing

Urged by improvement requirements for their processes and budget cuts, French administrations are currently implementing e-invoicing with their numerous suppliers. targeted benefits justify these initiatives: more than 33 million invoices are sent each year from suppliers to French public services and to State administartion.

Among these invoices, those with an amount lower than 300 € represent 0,6% of dedicated expenditure, but correspond to 60% of treated volumes! In terms of paper consumption, only local public sector generates some 66 million A4 sheets of paper each year.

Dematerializing invoices, French administrations intend to increase possible controls (payment delays, payment requests, …) on accounting records, to decrease keyboarding time, to reduce storage costs and to facilitate access to documentary evidence for all transactions.

Chorus and Helios: 2 programs to help local authorities to dematerialize invoices

Two national plans are currently adapting e-invoicing processes to administration diversity. In particular, they  make e-invoicing reception easier. The first one, Chorus, is dedicated to French central State (ministries, national agencies, … and their accountants) and the second one, Helios, is  designed for local authorities accountants (town halls, hospitals, rest-homes,…).

Run by the French head office for public finances (“Direction Générale des Finances Publiques” for Helios) and the National Agency for Administrations Financial Data (“Agence pour l’Informatique Financière de l’Etat“ for Chorus), these two programs have already enabled to receive e-invoices from three main administrations’ suppliers. Such a tendency will go on in 2011 with other new suppliers.
